Przedmiot i cel pracy: Dotychczasowa zintegrowana opłata za przejazd ma zasadnicze znaczenie dla sprawnego funkcjonowania usług transportu miejskiego oraz dla zaangażowania obywateli w przejście z transportu prywatnego na publiczny. Tego rodzaju wdrożenie jest niezbędnym elementem przyszłego rozwoju miasta w kierunku inteligentnej mobilności. Materiały i metody: Niniejsze badania koncentrują się na ocenie barier i wyzwań związanych z wdrożeniem zintegrowanej opłaty za przejazd na Ukrainie na przykładzie miasta Kijowa jako studium przypadku. Wyniki: W artykule przeanalizowano pierwsze próby wprowadzenia zintegrowanej opłaty za przejazd, problemy dotyczące sposobu jej wdrażania oraz, przede wszystkim, doświadczenia miast UE, które mogą zostać przyjęte w późniejszym terminie. Następnie przedstawiono kilka krytycznych aspektów relacji pomiędzy polityką rządu, władzami miejskimi, przewoźnikami i mieszkańcami miasta w kontekście wprowadzenia zintegrowanej taryfy. Wnioski: W opracowaniu podkreślono priorytetowe wyzwania prawne, organizacyjne, techniczne i społeczne.
